When operated a click should be heard as it engages and disengages. If you are not getting that, chances are it has failed. If you can't hear it, by placing a finger on the solenoid body, you should be able to feel it operate.

Depending on their mounting location, yes, they are relatively easy to replace. Diagnosing the issue will be the tricky part. Check the vacuum hoses and if they need it replace them as well.
