On a 2007 Corolla, the brake rotors do the heavy lifting of stopping the car smoothly and predictably. Clamped by the brake pads, they convert kinetic energy into heat. If rotors are near or below minimum thickness, or show excessive runout/blueing, replacement is the safe bet. Machining can be fine if there’s enough material left and the surface defects are minor, but there’s no point skimming a disc that will drop under minimum thickness.
