On a 2000 Hilux Surf, the headlight bulbs handle both low and high beam in one globe (dual‑filament H4). They’re there to give a clean, legal beam pattern for safe night driving and poor weather — and to keep the Surf on side with ADR/NZTA/WoF requirements. Halogen bulbs slowly dim with age, so even before they blow, light output can drop noticeably.
